Abstract
The reliability of settlement heat supply systems during natural, technogenic or terrorist made blackout are under consideration. Primary and perspective measures to preserve heat supply systems in emergencies are shown in the article. A number of potential problems and solutions that are relevant both for Russia and for other advanced economies with complex energy infrastructure are discussed.
