Abstract
Individual strengthening and ensuing individualization of the society one may judge as a reflexive side of the Chinese search for modernity, being effected under support of the state. China and Western Europe themselves experience a squeeze on the globalization part, especially under the ascendant of the neoliberalism and the capitalist way of producing global triumph. To an extent at which the individualization and the privatization proved necessary, the party-state did not hesitate to engage its own power to enforce the institutional turnabouts. There were three general schemes of reforms started lately nineties as institutional turnabouts: housing privatization, turn to the market railways of education and health care. All the three schemes reflect the state efforts to set an individual off shouldering more responsibility, actively getting included, not being scared risking and developing flexibility in oneself. Curmudgeonly speaking, a heat to individualization has led to that millions of civil officials found themselves fired and forced into the market activity in order to survive.
